A document developed by the owner with help of the Commissioning Authority (CA) based on the Owner's Program (OP) and the Design Requirements (DR). The OPR should be a target of the Commissioning (Cx) after the Pre-Design Phase. If the OP and the DR are satisfied fully, these documents can be filed together as the OPR.
